CAREC was established following the decision of the 4th European Ministerial Conference, Aarhus, Denmark (1998), supported by the European Commission and UNDP.

CAREC's mission is to assist in solving environmental problems at national and regional level between non-governmental organizations, government structures, enterprises, institutions of local authorities, and all other stakeholders by: supporting free information exchange, capacity strengthening, increasing public participation in the decision-making process; thereby assisting the development of democratic civil societies in Central Asia.

CAREC supports a wide range of initiatives in environmental policy and decision-making, promoting cooperation among governmental agencies, the business community and NGOs.
